I hear this as a Country-Western shuffle (emphasis on Western) in the spirit of Bob Wills or Commander Cody. The narrator is singing to a person on the road or the trail: Come in out of the rain, can’t wait for you to get here. He or she is jubilant, so hearing the song should make the guy or gal on the trail want to get back home pronto.
